Policy Development

Policy is essential to set direction, mobilize and guide people to take actions in ministries and schools throughout the Caribbean. EDC and the University of the West Indies involved countries in piloting and developing education sector policies to address HIV and AIDS, with funding and guidance from JICA and UNESCO Kingston Cluster Office for the Caribbean, administered through the Inter-American Development Bank and CARICOM/PANCAP. 

Using the tool, Step By Step: A Guide to HIV and AIDS Policy Development for the Education Sector, EDC has conducted policy development workshops with ministries of education in: Trinidad and Tobago, St. Lucia, The Bahamas and St. Kitts with Belize scheduled for May 2009. This product includes a policy template and a set of guidelines that identify “best practices” for policy development related to the following: important baseline data to create a policy; steps in the development, adaptation, dissemination, implementation, and evaluation process; and specific content for the policy.
